Well I am giving you credit for such a mature and respectful question you are asking yourself. I hope that you aren't asking this because a boy that you like is pressuring you. If that is why, you are too smart to give into that kind of manipulating pressure.
As for making out, I started making out in high school at around 15. I stayed a virgin until I was 19 by choice. I am an attractive woman and dated a lot but I had too much respect for myself to bring that sort of pressue into my life. I did fool around with a few of my boyfriends - first and second base stuff. But only with true boyfriends. That means the boyfriends that take you on dates, meet your parents, you meet his parents and you truly know he respects you. A lot of guys will fool around and then tell there friends about it at that age. Don't be the girl who the guys joke about.
Don't rush into anything. Do what feels right for you and no one else. Again, I am really impressed with your judgement to ask this question.

Honestly, I think that people should have a high school diploma before kissing, and a college degree before any sort of "making out," but that's maybe just me.
The thing is this... once you pass a certain point in a physical relationship, that becomes the "norm." For instance, if you wait 6 months to kiss your first girlfriend, and then you break up, in your next relationship, you'll probably want those same kinds of kisses after only dating 6 DAYS. This is important to keep in mind, especially since moving too fast can be very problematic -- for both people involved and their respective consciences and sanity. Moral of the story: Take is slow. Very, very, very slow, and don't be in too big of a hurry to get started... often it just complicates things more.

Kids might start kissing at 13 but no serious making out should happen until at least 16 or maybe you and your parents have set a age where kissing is allowed. Anything else is a personal thing but sex should wait until marriage.
