He has done something to his shoulders or neck and is walking strangely, holding his chin close to his chest and walking with his front feet as if he's about to fall forward. I don't really know how else to describe it except he's acting really stiff. Some background is that a day before we noticed this problem, he had gotten out and we didn't know it. He was scratching at the door frantically and looked terrified when we opened the door.

Unfortunately, having the holiday season just go by, we don't have the money to take him to a vet and I just started a job at a Vet clinic as a Vet Tech and I think it'll be awhile before clinic benefits kick in. I'm really worried about him and was wondering if there was any Vet Techs out there that would know how to examine him at home to make sure it's not anything too serious.

Forget worrying about saving a few bucks and take your cat to the vet. Ask if they will hold a check or pay what you can and be billed for the rest. Many vet offices will help you out. After all they will be paying your wages. Ask if they'll take it out of your pay even. Your cat may have been attacked by a dog or any other animal. My fully declawed cat (she was that way when I got her) got out and was bit by a pit bull. She was gone for 10 days. She got a massive infection from her neck to her hip. She spent another 10 days at the vets from surgery and had drains in her. She was not a pretty sight. I paid my vet a little each week until the bill was paid. My vet took me into the surgery room so I could see how bad it was. He knows that I was able to handle it with my experience in treating my own pets. I have some schooling in vet medicine. The rest comes from paying attention to my vet on other animals. She's now fully recovered, but was skittish of my own dogs for quite a while. I've even, with the vets help got my Pygmy goat better after a dog attack. Had to give daily injections for brain swelling. Don't delay it may be serious. I hope it isn't though.

How about the possibility that the cat was injured by a car? Bring him in for a real exam. Don't be cheap.
