no, probably a dry nose, just get the kid to saline his nose every day and get some moisture in the air. Boil some salt water and let it flow the air.
Saline is just salt water that cleans the nose, make it or buy some at the grocery

He should be seen if you are concerned. In all likelihood, it is a normal structure in the nose (like a turbinate) but other concerns are a foreign body, polyps, abscess, or (even though he is young) a juvenile nasopharyngeal angiofibroma (JNA). If you don't see an identical structure in the other side of the nose, I would want to see him sooner - especially if the nosebleed was difficult to control. All of these conditions are treatable, but some can be quite dangerous if left untreated.

You should bring him in for a visit to the EENT doctor. It could be a scab, a blood clot or even a pimple. None of that is a big deal. It could also be a nasal polyp, an abscess or something nasty that should not be there. The doctor will stick an otoscope up there and see exactly what it is and what needs to be done if anything.

I'm a nurse. It's hard to tell without seeing it for myself. Is he able to breathe OK? You might want to schedule an appointment and allow the doctor to check it out. Also make sure you place an ice pack or frozen peas on his neck for the next nosebleed.

It's probably not dangerous. That said, you should definitely keep an eye on it. Is it changing? Also, make an appointment with his physician. Explain why you want the appointment. Be sure you follow-up.

A lump? If it was a bloody lump that was the bloodclot that collected when he was holding it's nose. It's perfectly normal.
