The base color (red, purple, yellow etc) of the shade that you choose for your hair will make the decision on how your skin tone will look. As a general rule lighter skinned women can usually use any color they choose, the darker they go the more contrast will be present. That's only common sense. Olive and dark tones should stay away from very light shades as they can make them look drowned out. Meaning just a blending in. You can always try darkening a shade and then putting very blond or light highlight in a fine foil in order to achieve a natural but lighter shade that brightens the face.

Are you tan? If so, the undertone of your skin can make it look darker depending on the color of light your hair is. Blond makes you look lighter, but a light brown can do either.

Darker. Its an issue of color contrast. Think of these two extremes: A white person with jet black hair (will tend to look pale), or a dark skinned black person with platinum blond hair (skin will appear darker) Can you picture it? No offense to anyone but its just an issue of contrast.
