Cardio will up your metabolism which will help you burn fat, so yes, running will help you lose your tummy.
HOWEVER - there is no such thing as losing fat JUST in one place. Sorry, but that's just not possible despite all the claims made by this exercise equipment or that diet pill.
If you lose body fat, some of it will come off your waist, however, it will also come off other places.
You can tone certain muscle groups which will help get rid of a "flabby" look.
Also consider doing some strenghtening exercises designed to build muscle mass; you don't have to end up looking like Arnold to reap some benefits of increased muscle. One thing muscle does is it burns more fat. Even when muscle is resting, it burns more calories than any other kind of tissue. Which means that once you put the effort into increasing muscle mass, it continues to burn off more calories than fat. Even when you're just sitting there, that muscle tissue is keeping your metabolism at a higher rate meaning you burn more calories.

A key fact that no one else has mentioned is that in order to burn fat, you need to run longer than 30 minutes. The body burns glycogen until about half hour into the cardio, so an hour is a good length of time.

It may flatten your stomach but the best way is to just watch what you eat. Maybe, this more can help. Don't force yourself to do this but if you are really into lossing weight, do 100 seat-ups and push-ups try to do that everyday and I garrentee that you well loss a lot of weight before no time. Also drink plenty of water and a lot of fruits. I tried that and thats why I'm getting skinny now. Trush me it works.

Fat comes off like layers of an onion, you can't lose fat in just one place. To burn fat when you run you have to find out what heart rate range you would want to be in to burn the most fat in that period of time when you run.

running is a great way to lose fat anywhere on your body. doing crunches and stuff like that will build muscle, but if you want to break down fat running, swimming, jogging, or playing sports would help you out. good luck!

most likely yes. if you don't eat a lot and you run daily when your body finishes burning off the calories in the food it will burn off your body fat. that's how most people lose weight.

It will slowly help you shed weight and stenghten your thighs/legs.
I would suggest a good diet, and sit ups.
But if it's "fat" you'll have excess skin.
I never had these problems, so I don't exactly know how this all works.
