Water doesnt spoil per se. It can become stagnant though like when it sits inside a rubber tire. The oxygen content in the water shrins. That's why people who have pets change the water in their pet's water bowl often.

No but if a bottle of water has been opened and allowed to sit for awhile, (maybe a few weeks) it can taste kind of stale. That means some micro-organisms have probably moved into it.

I know that to store water for emergency preparedness, it has small amounts of bleach in it to keep it drinkable, so there must be something unsafe about it.
