you're right come to think of it maybe it is part of the walling, they just bore through it for ventilation purposes.

First of all you must have A LOT of time on your hands, to wonder about it all your life.
The window is set in the panel which can be placed more inside the general structure of a house, and sometimes they are set more outward.
But most do seem to be in "the middle"...just look at it and see where it's positioned, honestly it's not a "glass half-empty or half-full" kinda thing.
