Righteousness can also mean "Justice!" Righteous means Obedience through Faith. There is no such thing as a better Christian than another. Seeing that GOD created all men "equally!"
A better question would be this: Is Billy Graham's message better than Ted Haggart's message?
The measure of "Righteousness" is the 'amount' of integrity in man. Only GOD knows that 'amount'!

What makes you think that Billy Graham and Ted Haggart are Christians? Is it maybe because they say they are?

You measure it by the life of Christ. Yes Billy Graham is a better Christian.

Anytime you use a person other than Jesus to measure righteousness you will come short of a satisfactory answer. My opinion is we should stop ranking people and concentrate on being the best person we can be. And, we should look for the best in each other.

Although under its own premises christianity has its own righteousness, that doesn't mean it has an universal standard for it.
As to this question: I measure righteousness based on functionality.

Evangelists make tons of money off people and they are like the pharisees money lovers who do no good with the money except become rich and build mansions and have a fleet of air planes.
Jesus said to give free..They are hardly giving free.
They are both false religion so it is really hard to say one is worst than the other. hyprocrites are pretty bad.
