For total number of kills, none come close to the good old USA. Atomic bombs, invasions that cause mass civilian deaths, misguided wars, hell the sheer numbers of people killed by us would probably fill another world.

You won't believe my answer. If you mean by percentage of total population and in a given time of expansion the Mongol Empire. They slaughtered whole cities and armies, countries. A Mongol soldier under orders to kill would turn in the saddle and shoot a crying baby. They basically finished off China, half the middle East countries, Russia and were starting on Eastern Europe. They were incredibly ruthless and for a time incredibly efficient. That is why they were known as the scrouge of God.

I have to ask - do you mean only in war?

Communist China and the Soviet Union may top the list - though their military was used to kill much of the civilian population in times of 'peace'.
