Ever since then, he will get attached to an item of clothing or blanket and drag it off. He will get this really low meow, find what he is attached to at that moment, drag it off and hunker down like he is humping it. My other kitty does not do this. Is there a way to get him to stop. Did they miss something when they were neutering him?

No, he's not missing something! That's just silly. Neutering/spaying cats keeps them healthier, thereby allowing them longer lives.

He's just being a cat. They are all different, with their own personality quirks. Don't worry about it.

What he missed by being neutered is roaming, getting beaten up, getting scarred up, and likely getting hit by a car while chasing after females. You did the right thing. Cats breeding is a violent act. When I was a kid I saw it several times and it was actually scary and both parties always got hurt.
The behavior you're describing sounds to me more like a prey thing than a humping thing, unless he's actually making humping motions on the blanket. Cats will drag off their prey and hunch down over it. If it's just a prey behavior and he seems to enjoy it, I'd leave it. If he's really humping the blanket and it really bothers you, keep a squirt gun around and squirt him when he does it.

I have a younger cat who does something similar to this. He nurses and kneads up and down while purring/low growling like crazy. He will do this several times a day on most anything he can get a hold of, blankets, the loose fabric on a cushion, t-shirts. We just let him do his thing...it's really kind of sweet.

He is neutered also and did this before and after.

no there isnt a way to stop it just mean he is a sexual cat and hates that you got him fixed
