If HD video is converted down to standard video is the quality still better than 3-CCD Video?

I dont actually know what downsized HD looks like, but I can pretty much guarantee its as good as or better quality than 3ccd video. I have downsized SD video to 320x240, and 6MP stills to SD, and in each of these cases, you could not see a hint of artifacting, so obviously HD downsized to SD should offer great quality as well, although once again, Ive never done it so I cant actually say what the results are like.
