Sometimes I just sign onto IM so that my friends can easily reach me if they really need or want to. I might not start a conversation the whole time I am on, even if I notice that a good friend is online. (I like chatting with my friends, but don't need to do it every day, especially if I have just seen or spoken to them.) Is this rude? What if, instead of a friend, it was a boyfriend/girlfriend?

No. By saying hello you start a conv. and it's perfectly natural for someone to be online and still need his privacy and peace of mind.
Good friends understand such things.

sometimes- but I know sometimes I turn on my ICQ just for a quick moment- I don't have time to say hello to everyone especially if Im in a hurry.

No, sometimes you're just too busy to say hi. If they're a friend they should not be offended by this.
