Water isn't really gonna help chapped lips.
What you want to do is take look at your diet, see if you are missing essetial fatty acids. Fish is good to get you some of the right kind of oils(essential fatty acids). Even some olive oil would help out. If you want to get really tough on it get some milled flax seed. Other than that you cant get vitamins and fish oil pills at all of the big store Target, Walmart. Salmon is the best.
The fatty acids are gonna help your body be able to use the water you consume.
Topically you could also use Vitamin E which you can get at a health food store.
I really don't like chapstick either, but I finally found some really good stuff I like at Bath and Body Works.

Start drinking a lot of water. Have vaseline on all the time. Vaseline creates tiny jars so it can fit in your pocket or purse. In the night, put Vaseline on liberally. No one's going to see you, anyways.

Brush you lips so it can rid of the dead skin on your lips
then put vaseline on it really works!

HYDRATION IS VERY IMPORTANT SO DRINK LOT'S OF WATER AND CHAP STICK WILL HELP PREVENT BUT WILL NOT DO THE JOB SO IF U HAVE SOME VASELINE(PETROLEUM JELLY) PUT THAT ON YOU LIPS IT HELP RIGHT AWAY.
