the demenions we would like should be around 2x4x1 feet and the weight should not be more than 20 pounds.

Should try retrofitting a SCUBA cyclinder, a 50 cu.ft. cyclinder should only be about 24in long/8 in dia. and can handle compressed gasses to 3000 psi. It would weigh in like 20 lbs. Myabe lighter with the helium.

My moms oxygen cylinders hold 2200 psi and are light weight. The manufacturer is Catalina Cylinders.

if the psi doesnt matter try paintball equipment, some can handle up to 6000psi easily and you can balance it on one finger.

DONT GET CO2 TANKS AS THEY ARE LOW PRESSURE TANKS AND WILL EXPLODE> GET REGULAR PAINBALL AIR TANKS THAT ACTRUALLY HAVE A SAFTEY TEST READING
