how do you create a border in microsoft excel around cells you've already selected?

Click on the Border's button on the Standard Toolbar or right-click after selecting and choose Borders and Shading.

Just right click in the cells you've selected, select "format cells" then the "border" tab.

Click format, then Cells. On the Format Cells tab choose the line style you want then choose Outline on the Presets option.
