I have an aquaintance/ friend at the university that i attend that i like to hang out with and am infatuated with. We have known each other since high school and i wanted to ask her on more serious dates. Just this week i found out from a friend that her mother, whom she lived with in a "nuclear family" passed away in October. When would it be apropriate for me to approch the dating issue with her?

Hm well you say you already hang out with her, so keep doing that and be as supportive as possible. Just let things develop naturally from there, but don't push the dating issue. Often women while they're grieving have little or no capacity for physical intimacy, so it's just not a great time to have any expectations of that sort. If you really care you could let her know how you feel but that there's no pressure on her, you will be there for her.

first and foremost just be her friend. do not, do not ask her out on a date. ask her if she would like to hear a band, see a movie, do not push, after a couple of drinks one night she might make the first move. that main thing is to be there for her and that she knows this.

I think it's been long enough! She might like an excuse to EITHER get her mind off her loss and have some fun, or find someone who can give her a shoulder to cry on.

Whenever she seems ready. Try mentioning a casual lunch to hang out, if that goes well then take it a step further later.
