DVD Shrink does not have burning capabilities. At all. Furthermore, the chances are the movie you downloaded is more likely an .avi file of some sort rather than a dvd image, so you'll probably have to convert the movie first.
One of the fastest conversion applications I've ever used is WinAvi Converter; you'd need to download that too.
Finally, to burn the converted files to disk, you'll need this tutorial http://www.dvd-guides.com/content/view/40/59/ and a burning application like either Nero Burning Rom or DVD Santa, as WinAvi doesn't have burning capabilities either.

I don't think you can do this. DVD Shrink works with .VOB and DVD audio files. You need a program like Power Producer from Cyberlink that can take video files and convert them to a DVD format.

its supposed to sync up with a burning program usually Nero but i to have a problem with the sync so i burn it to my desktop and then burn the disk with Nero Ive a collection of about 200 in 1 year

No, yet i did attempt to many cases to devour soup with a spoon, fairly if a soup is thick (you may thicken the soup effectively by including some flour). It takes extra time, so I savour it longer
