I'm not 100% sure of the "alien resident" portion of your question, but if it helps, I was under the impression that everyone who leaves the country as of today 1/1/07 needs a passport to re-enter.

Canadian landed immigrants (ie, Cdn permanent residents) must have valid visas in order to visit the US or to work there. They have to show their Canadian residence card along with their existing passport (bearing the legal American visa) when entering US. But Canadian citizens also have to carry their passports when travelling to/from the US, from this year onwards.

If you only have your Resident Alien card then you cannot get a passport, that card is your passport. If you forgot it, then someone will havel to bting it to you or you can pay $260.00(or so) to get a one day waiver to cross, and its only good for one crossing.

I don't think that there is such a thing but I'm not quite sure. If you are a resident, you are not an alien and if you are an alien your are not a resident.

yes you need a passport...you cant leave the states if you don't have one and obviously cannot come back without one..its the new rule
