There are grow lights and flourescent lights which plants can grow under. We have a plant in our office which is growing under flourescent lights with no other light source and it's growing quite well.

For a simple answer, leafy plants need visible light to grow. You can use "grow lights" that create light in the same spectrum as sunlight so that may also be an answer to your question.
Of course there are also mosses, lichens, and molds in the plant family that do not depend on photosynthesis to survive and you might fnid the link below of interest.

i presume its for legal plants? uv would be fine.
