I live in arlington and traffic is not bad at all. Not sure where you are coming from, but you may want to check out trafficland.com. it is a great website for all US traffic.

Take the Metro. They have stops everywhere in DC and the surrounding area, and it's easy walking to anywhere you want to go. Traffic is nuts on the Belt Way. You have to have a mind-set that you are Dale Earnhardt and the road is the Daytona 500. If you're a slow driver, forget about changing lanes or getting off at a particular exit unless you are in the far, right lane. The streets will probably be blocked off because of President Ford's funeral. I'd avoid that area around the Capitol building and/or any streets around the National Cathedral. Again, take the METRO!

DO NOT DRIVE into downtown DC, the traffic will be heavy and there is no place to park unless you want to spend $15 for a day. The parking meters are expensive, if you can even find one open and the ticket writers are always out in force and will ticket you. Go instead to the nearest METRO station and park and take the metro downtown.

You are going as a tourist and as a resident of DC, it will be jammedpacked. Make hotel/transportation plans. Goodluck.
