You need to take her to an orthopedic vet for this. I am sure that some general practioners would do an ACL repair, but most are referring them out.

VCA is good. I use the one in Garden City on Inkster road just south of Ford all the time. Don't know how expensive they would be for that type of surgery though. 734 425 4515

Call the ASPCA or SPCA, ask if they have a hospital, or, if they can refer you to one that is not expensive.

Ask them for an estimate on cost of the surgery.

That is cheap! My Chinese Crested broke her leg and it cost me 3000 to have it fixed!
