She is 8 months old. I have tried bringing her out when my other dog goes. I have tried the crate method. Nothing works. At this point I am just happy if she goes on the wee-wee pads. Help!

Put a body harness on your dog and a 5-6 foot long leash. Whenever the dog is inside and not crated than tie the leash to your belt..so you will be constantly seeing the dog. When you see it start to search/circle/signal otherwise that it needs to go, walk the dog immediately outside to an appropriate potty area. Make sure you use your chosen command word, give plenty of praise and treat when completed (make sure you have treats in your pocket, don't delay with rewarding the dog). Do this until your dog is consistently trying to drag you to the door to show you that it needs to go outside.

Make sure you've cleaned the inside of the house of all priors accidents, this means not just getting rid of the visible stains but of the enzymes..use a good cleaner rated for cleaning biological stains and odors... I use Orange TKO (it's great for anything in the house [laundry, bedding, general cleaning] and safe for pets) or Nature's Miracle...make sure you buy the dog formula.

Here is my suggestion, ok you already have a crate, the crate needs to only big enough for her to stand up and turn around and lay down, put her in the crate if you are not able to keep an eye on her at all times, the other thing is dont have her use the wee wee pads that is only teaching her that its ok to go in the house, take her out after she eats and drinks, also every hour and if she goes then praise her make a big fuss over her going, try taking her out by her self maybe she is being distracted by the other dogs and not wanting to go, ok back to the crate training when you have to leave to go to work or run errons or ect, take her out to go potty and when you put her in the crate use the word "bed" to her and she will learn what "bed means and that means go to bed, after you return then take her out to go potty and agian praise her and make a big fuss if she goes, if not then bring her back in and watch her closely and after about 15 min take her back out and repeat this untill she goes, and when you go to bed take her out before bed and then put her in the crate and then when you wake up take her trust me this is how we trained our Min Pins and the puppies that we have they are almost potty trained before they go to their new homes,, with consistancy and routin she will learn and that is what it takes is a routin for her, I hope this has helped and if you use this method then you will have a potty trained little girl with in no time,
EDIT::
