It should go without saying that this is a bad idea. Chains can get wrapped around many things and can truly limit movement. If you can't afford to build a fence for the dog, or it is not an inside dog, you shouldn't have one. Nothing personal, but it is like the dog is a prisoner, rather than a member of your family.

I think it is extremely cruel. I don't know what the purpose of having a dog is if it is kept tied up all the time. Personally, I would report the people to Animal Cruelty in your area. The only thing is that when they come out to the people's house to investigate and find that the dog has food and water they won't do anything about it. I don't understand that but that's the way it is.

I think it's asking for major trouble, especially with intelligent dogs like German shepherds. Working and herding breeds are very dependent on their humans and need a lot of contact with people. Otherwise, the dog can become nasty-tempered or just plain flakey.

And a dog that's tied up outside with no shelter or fence to protect it is at risk from the elements, people, and other animals. I think it's a pretty sad life for any dog, and I hate to see it happen.

I think it is cruel and inhuman. How would someone like to be chained up with no interaction from anyone, I would turn them in to the ASPCA or the local animal control. Chained dogs are known to be aggressive. Turn them in.

It's horrible. Tied up dogs usually have bad manners and stuff which will make the owners even more willing to tie them up. They should have access to more than a little piece of land they're forced to live in.

It's cruel, and needs to be reported. I was reported because everyday at 7 a.m., and again at 7 p.m. I would chain my dog up outside. The neighbors failed to see us playing with him at various times - unchained - or taking him for walks - or taking him in - just saw what they wanted, so make sure he is truly chained all the time.

i think for the day as long as the dog has shelter and food its ok but leaving it there permently and never walking it or bringing it inside or having a fenced in area for him to run around is cruel. I had this long rope pulley system for my dog during the day and at night it would come in the house he loved it he would get mad when it was raining because we would only take him out onh a leash to go potty and bring him back in he would sit by the pulley system and not go in the house i had to pick him up i felt bad but i didnt want him to be out in the rain even though he had a dog house

That is the quickest way to make a dog turn aggressive. More and more places are starting to regulate or even outlaw tethering of dogs.

It is a horrible practice for the dog.

They should be reported immediately! Dogs deserve better than that. The tying up....just makes them mean and lonely. Call the local Humane Society...then continue to document and call again if necessary.

NO NO NO!!
That's horrible, if they keep on doing that, the dog will get agressive.
One family in my neighborhood did that to their dog, and it bit like, 17 people. Animal Control took it away and killed it.
THAT'S A HORRIBLE THING TO DO TO A POOR DOG!!!
