You two will have conversations about the future, about where you want to live, about how many kids you want, about what religion you want to raise those kids in, about who will handle the finances, about insurance, bills, employment, transportation, investments, etc.
Then you will know he really wants to marry you. If you guys don't talk about things like that, then maybe he's not ready yet, but will be in the future. If he does ask, and you haven't had these conversations yet, start talking! Better to find out that you guys aren't compatible before the wedding then after the divorce.
