I read a description in the book of morman saying that but I don't know if that is really true?

If it's true, thats permit kissing, then people have sex and then get diseases.

It isn't that they can't, it is that they SHOULDN'T. The reason for this is that it can usually lead to other things.
We believe that we should be chaste until marriage, and that includes no passionate kissing, petting, wearing immodest clothing and such.
We also believe that dating is to find the person that we want to spend eternity with and that we shouldn't start dating until 16 y/o.
And, then only in groups until 18 y/o.

"If there is anything virtuous, lovely, or of good report or praiseworthy, we seek after these things."

Um, I dont even think the word 'kiss' is even in the Book of Mormon. You mean you read it is some church pamphlet or something? You can kiss, there is not issue with that, its just to keep it under control.

Well, if it is a question of being ABLE to - they can because we all have our agency, but really, we shouldn't...we are encouraged to be morally clean and abstain from anything in a sexual nature before marriage. We are taught to be virtuous and save all those special feelings/actions for our spouse only.
