First, get yourself a pumice stone or a good foot scrub and scrub your feet with it to get rid of the dry skin. Get a good foot lotion (something with shea or cocoa butter), put it on your feet, put on some cotton socks after wards and sleep with them on, you should notice a difference after the first night.

Heal thy dry, cracked feet:
Here is my cure-all remedy. First slough away dead skin with a pumice stone. If you don't already have one, buy one at your local drug store or beauty supply. It's good to soak the feet once in a while in a simple foot bath to soothe tired feet overall. All you need is a basin (an inexpensive plastic salad bowl will do) and some warm water. Add bath oil or your favorite liquid soap and soak away.
For a full treatment, try the remedy as follows. Dry feet off and slather down with either a body massage oil like The Body Shop massage oil (which can be customized-fragranced with their perfume oils) or a moisturizing lotion such as The Body Shop's Peppermint Foot Lotion, a nicely moisturizing cream with the sharp scent of peppermint. For extra deep conditioning, slather your feet with petroleum jelly, especially among the cracked and dry parts, and put on a pair of cotton socks that aren't too tight at the ankles and sleep in them overnight to let the vaseline soak in. In the morning, wash your newly softened feet. A treatment like this during the harshest of winters can work wonders for the feet.
For a special treat, massage your feet or better yet, get someone else to do it. Ladies may want to do a pedicure and paint your toenails a fancy shade. Go over toenails with a nail trimmer and be sure to get toe jam and gunk out!
Make sure you wear shoes that are the correct size. If they're too small, your shoes can cause damage such as bunions and unnecessary calluses. If you need to, buy some insoles to make dress or work shoes more comfy. Take care of your feet and in return, your feet will take care of you.

This will sound unbelievable, but it really WORKS!!! Buy 1 gallon of apple cider vinegar. Soak your feet for 15 minutes every night for 10 days in enough vinegar to cover your feet. After soaking, let your feet air dry and funnel the vinegar back into the gallon container for use the next night. Discard all the vinegar at the end of the 10 days. Whenever you bathe and towel off give your rough spots a vigorous toweling to remove the dead skin, followed by Emu Oil and 100% cotton socks to sleep in. (Let the Emu Oil soak in pretty much first) At the end of 10 days, you'll have tootsies as smooth as a child. The vinegar will even take care of Fungus(if that's your problem). Almond oil or grapeseed oil will work also, but not as well as Emu oil, which really soaks into the skin and heals.

Go and get a spa pedicure. They will cut away all the yukkies with their little pliers things and then sand your feet down, moisturise them and your toes. They will do your ankles and sometimes your lower leg too with moisturiser. Then they will shape and paint your toe nails. Maintain them by moisturising them morning and night. Top and Bottom. Buy a moisture spray and use it during the day to keep them from drying up. Especially in the back and heel parts. If you are in sandals. If you are by a beach walk in the sand for 10 minutes. Natural exfoliation and then moisturise deeply. Takes a while but soon your feet will be smiling just keep maintaining them. Go back for the pedicure every now and then.

1) Wash your feet carefully, using a scrubbie to remove as much dead skin as possible.

2) Fill a tub with warm water. Add a little bit of some kind of highly emollient soap, something with almond oil in it. Add some additional oil, like olive oil. Soak your feet for as long as you like.

3) Pat your feet dry. Use a pumice stone to buff the dry areas, removing as much dry skin as you can.

4) Use a generous amount of olive oil to moisturize your feet and put some socks on.

5) Moisturize your feet every day.

6) Slather on lots of olive oil before bed and sleep with socks on.

I just say Olive Oil because that's what I like. It's natural and has lots of nutrients in it.

Clean feet daily in hot soapy water...careful to use mild detergents, that are oil based...dry feet and rub with pure aloe Vera...You can buy the plants at Walmart...they are inexpensive...also, massage feet with an oil based lotion or cream...at night repeat this procedure and sleep in polyester footie's to retain moisture...after 30 days of this you should have some "pretty feet"....peace.

vaseline in socks and a file.

Seriously..file them a little and then soak them put vaseline in your socks when you sleep at night. I know many people that used this method.

Stop wearing flipflops all year round.

Your feet are drying out because of a lack of moisture. Wear socks when you are at home and try not to be barefoot.
