You're probably thinking of a poured or a rolled fondant. Most people buy it a cake decorating supply store. It's used to cover all sorts of cakes and candies. The rolled is what you often see covering wedding cakes. The poured (a very thick liquid) is often used on candies and small cakes.

It's called Fondant. You can make it, but it's a pain. It's a lot easier to buy it. Bakeries, kitchen supply stores or even some grocery stores sell it.
