Consistently the Verbatim brand discs have scored very high in quality. Check the web for sales on these; often they can be had in the 100 DVD-R 16X pack for around $20-$25, after rebates.

There is always the possibility of a "lemon," however, I do think SONY has a good reputation.

I always use Memorex, they are good quality, and are reasonably priced depending on where you buy it.
