As this is a state function, rather than federal, they will probably be open. I have not heard of any states closing offices tomorrow, but you would do well to check first.

My understanding is that all governmental entities are closed tomorrow regardless if they are state, federal, city or county.
They have a web site though. Maybe you can get help there.
