Not really, no, not "in love" because you don't really know your own self yet.
It is possible to love and have strong romantic feelings at 13 though.
Being In Love is admiration, respect and awe of the person. Has he done wonderful things which impress you, or do you "love" him because he's cute.
Does he have life goals? Does he even know this stuff yet?
Love isn't physical, although it's good if you are attracted too, but love is about the personality, the make-up of the person, what he or she is all about.
I am older, so I have been there. My first relationship lasted 2 years and I swore I loved him, but he started using drugs, and I knew I couldn't really love someone who would do that, because I wouldn't... Does that make sense.

I'm not going to say that you're too young to know what "love" is, only because your feelings for this person is so strong and has been for years. I felt the same way for a guy when I was 13 and we were a part of each other's lives for a few years after that. We went our separate ways, became adults and had our own lives without any further contact, but I still consider him a very special person in my life that I will never forget. As you grow older, you wil discover new things, people and situations. "Love" is something that can be quite complicated, difficult to understand at times, takes a lot from you, sometimes in a good way, sometimes bad and basically a combination of many emotions rolled up into one. With maturity and experience, only "true love" can be understood and recognized. If you two do end up dating in the future, then you will begin your learning process of "love', but I wouldn't rush into anything. Time and patience is important. I'm sure you really care for this person, respect them and admire them, which we can say that you do "love" them.

I had old timers tell me thy fell in love in kindergarten and they married at 15 and passed away around the age of 94 years old and the worst thing they argued about was ..what to have for supper..and they said it was a discussion...and they said that they loved each other several times an hour
so yes it is possible
