anyway, have you tried restarting? it might just be a glitch.
another way is to go safe mode and take it off Auto Hide perhaps.
or do this
place your arrow at the bottom of the screen where the toolbar should be when the arrow turns into a resizing arrow pull it up, you might have resized it, then right click on it after and click lock toolbar

Just drag the bar back up again. Sounds like you've resized it.
Move your mouse pointer down to the bottom of your screen. Notice that the pointer changes. Hold down the left mouse button, and move the pointer up.

Move your cursor to the very bottom of your screen. The arrow will more than likely change to an "Up-Down" type of arrow, left click and push your mouse up. That should to it. If that doesnt work then try all 4 sides of your screen.

not sure if this will help but have you tried pessing the windows icon on your keypad? Bottom row in between Ctrl. and Alt.

hit the windows icon on your keyboard if you have it. it's right next to the ctrl button. that should pull up the start menu if you need it. also try right clicking on the desktop and i think it's active desktop.

u can just hit the windows key on ur keyboard, just left clic ur mouse @ the very bottom of ur screen & drag up the arrows
