I don't think they've specifically said when they'll start taking them for 2006. Many people don't have the 2006 software completely loaded.
But I would agree that it would be sometime around Jan 15.
PS - I would think you could submit it, but it just wouldn't be picked up from the IRS electronic 'holding tank' for a bit.

The date has not been announced last time I checked but it is likely going to be Monday, January 15. You can check irs.gov news releases for the exact date.
