If you have unlimited bandwidth, like a school internet connection or something, you can use Webcam XP Pro.

Most likely, you are on a home connection. In that case just use this software:
http://www.sopcast.com

It will let you stream your video using bittorrent type technology (downloaders also become uploaders). You need to sign up for an account, sign up a channel and use that information in the server tab of the sopcast software which you need to download and install.

You can set your channel to public or private. In your case you would probably want to go private since this is a home webcam for friends and such...unless of course, you prefer to show your face off to the world...

Oh, before that, though...you need some software which can send the video TO sopcast. That software is Windows Media Encoder, or VLC...both of which are free.

Here are complete guides for both Windows Media Encoder and VLC...its your choice as to which to use. WME is a bit more stable and robust. VLC uses a lot less memory and resources. SOPcast prefers WME...keep that in mind.

not something is loose anymore. . . . There hasn't been a loose utility or provider on the internet since 1996. . . . you the two pay out of pocket. . . pay via utilising gazing classified ads. . . . or pay via utilising getting a plague and having your SHlT STOLEN!
