Well, asking questions is always a good start. If your boyfriend is the type of guy who only gives one word answers and isnt a good conversationist... then all you can do is be patient. Be talkative anf encouraging.
My boyfriend, who i love dearly, was never and still isn't fantastic as communicating. When i first met him he was shy and sweet, which was quite endearing. But the shyness became difficult when he didn't express himself, the problem? I am an extrovert and he was quite obviously an introvert. But over time he's changed slightly, and he becomes a bit well...LIKE ME! Your boyfriend will begin to act like you when they enjoy what they see. Mention to him that you think he doesnt express himself enough, be encouraging, NOT patronising. Tell him how communicating is the key in relationships and would love for him to communcate with you a bit more. But most of all, don't make a task out of it.
What i love is snuggling in bed with my man, staring at the ceiling and talking about absolutely anything. If you're stuck, talk about hobbies, family, friends, tv, colours, the future...the list is endless! And why not try doing more passive things like writing each other notes, sending each other emails even though you live together and making everything fun whilst doing the communicating- such as text messages just to say hi.
And all of this, all in good time, will allow him to practice expressing himself. While you get this in practice, remember to just make him relaxed and make him feel more confident about it. He probably doesn't speak a lot because he's not confident. Tell him his voice is sexy and how you love spending time with him.

Try to understand him rather than simply liking him. Get involved with his world.
