yes. the classic example is an archer penetrating a "bullet proof vest" with an arrow.

Yes. The vest works by layers of material catching the bullet and spreading its force over a larger portion of the body. This absorbs energy quicker and hopefully brings the bullet to a stop before it reaches the body.
