The confederates relied heavy on the people of surround areas that they thought the enemy might be around as in time of battle. But a lot of the burden was left to loyalist, mainly women, to the confederacy in and around Washington to report movement of troops wagons trains etc..... Also a lot of these women would go a step further and either seduce or is just a person of high status to be around the generals or staff members to get information.
Yes it wasn't as good as the Bureau of Military Information headed by Colonel George H. Sharpe, which Joseph Hooker helped established. The did about the same things the Confederacy did by asking people in surrounding areas and so forth. But one thing the Union did have was the use of observation balloons. This gave them their information for the most part.
