My perception is that orbs are caused by IR energy, maybe a ghost, maybe a dust particle, but it ruins my pictures.

This is caused by dust. It is very common with digital point and shoot models because the flash is located very close to the lens. The light reflects back very well and lights up the dust particles very well.
If you can find a digital camera with a flash that is located further from the lens this will help, but the best resolution is a DSLR (which is too expensive to fix just this problem). I recommend using an external lighting sorce.

Sometimes you just can't help but capture orbs; but if you are getting them more often than not, try cleaning your lens with a good cleaner and lint-free cloth. You may also want to pay attention to the lighting in the area where you are taking photos. Streams of sunlight, indoor areas with strong light, etc. will leave more possibilities of capturing lighting anomolies.

well see i own a HP Photosmart R927 8.2 megapixels, and since i got it, out of the hundreds of pictures i have taken i dont think i have seen an orb or such things as that. the picture quality is great and the clearity is good! thats just me though, it may not be the same for everyone.
