Theres no such thing as spot reduction. Your arms will tone up when your whole body begins to lose weight. I would suggest eating portioned controlled meals every 3-4 hours 5-6 meals a day, try running for 15 minutes to half hour (stopping when necessary) daily and do basic weights to achieve your goal. Look at "Body for Life" by Bill Phillips if your serious and dedicated to your goal.

You have a doorway in your house? then go in the doorway as for the outside your hands to be touching each side of the doorway. then try to widen the doorway while keeping your arms straight. hold the pressure for about ten seconds its a great shoulder work out
