The hair follicles are dead and no longer capable of producing hair. In other people's heads, there is still a root that produces hair, and thus stubble, which makes the surface not so smooth and shiny.

i think 80% of body heat escapes through the scalp, so it's prolly gonna be the first part of the body to sweat a little if the air around it isn't moving much and isn't too cold.
