I don't think you can.....at least not in the U.S. Passing the road test is a big part of it.

Go to the border. Not at a main crossing though. Look for a guy standing around. Tell him Jose sent you, and you need a license. Of course it won't be legitimate, and can get you in lots of trouble, but that's the only way.

If you want a real license, follow the rules for the state you reside in. They ALL require a road test before they give you the license though.

In Portugal, and other european countries you can get a license by passing just a written test, but you have to be at least 25 years old, and obviously a citizen of that country.

I hope no where cause if you don't want to take a simple road test then you don't need to be driving

At pretty much any seedy bar. It won't be really yours, mind you, but after you use it you will meet lots of new friends in jail.
