If you are looking for a free video editing package then your best option is Movie Maker that comes with Windows XP, but I would advise to spend a little and get Pinnacle Studio V10, available from their website for £50. Packages like Adobe Premier are expensive and not suitable for a beginner. Another good package is Ulead Video Studio which comes in at around £35 but I prefer to use Pinnacle.
This is of course assuming you want it for a PC, if its for a MAC then you can't go wrong with iMovie, part of the OS :-)
