She is likely going over the fence. Some Whippets have no problem going over a 6 footer. You will need to stay out there with her.
You could add panels along the top to make your fence 7-8 ft.
I do know of someone who put PVC pipes along the top of the fence so that they were able to roll freely, and the dog wasn't able to get hold. But I don't know how they attached them.
I would NOT tie a Whippet as they could take off running and hurt themselves.
EVERY time your Whippet gets loose there is a HUGE chance you will never see her again. Whippets can run far, very quickly, and go feral quickly as well.
You NEED to stay with her and NOT give her the opportunity or it is possible you will never see her again!!!

A fence is the only answer.
*****A dog run (the leash thing between two trees) is a NOT good idea with this breed and could HURT your dog BADLY.
Whippets are sight hounds (like greyhounds) and they will take off to chase something you may not even be able to see. A tied dog may take off after something and be really moving when he hits the end of the run and seriously injure himself.
I know when I volunteered with a greyhound rescue group that leashing a grey outside was forbidden and adoptive families were told they couldn't.
An electric fence won't work well for a whippet for the same reason---they could be at full throttle (almost 35 mph) by the time they hit the boundary and go through it.
Here is some info at whippet rescue:

I have a whippet myself and I can tell you two things: they LOVE to jump and they will chase any small animal in site (due to their breed). Electric fences won't work with them very well because small animals will tease them and enter the yard. This can cause issues for some whippets, as well, fences must be tall enough that they won't be able to jump over it. Try a run with a top to it and if she likes to dig out of it, try spraying the grass with some bitter apple spray. That tends to keep them away.

Put in a fence so she can still run free but can't get out of the yard.

do you have a fence. If not I would suggest to get one for it. My dog also doesn't stay in the yard, we're always chasing him down the road. If you do have a fence I would suggest looking for any holes that it might have dug. After all dogs love to dig. i hope that helps.

Get a running line. That way, you don't have to expensively put in a fence, but the dog can run around without leaving the yard.
