It's not at all unusual for military planners to run thoeretical exercises against a wide variety of "adversaries" both friendly and unfriendly.
One significant benefit is that it allows intel planners to work with raw data from an unknown source and work up analyses from that. Those are then compared to the known capabilities of the "foe" since we generally have much more information about the true capabilities of friendly nations. The theory is that if the intel weenies get it right against a friendly, they're much more likely to get it right against an adversary.

I don't believe that any sitting representative including any president would actually contemplate that. The US was not very powerful prior to WW2 and certainly did not need the resources of Canada. I could very well believe it to be a part of war games, or some Orwellian story. The American people themselves would need a very, very, very good reason to attack Canada...and to suggest this is factual is ridiculous
