As I've learned it (and I'm not saying this is Truth, just one possibility), "As above, so below" means that what happens in the spiritual plane also happens in the physical plane. So... if you train yourself to think healthier thoughts, you will become a healthier person. As someone else mentioned, it's about macrocosms (big picture) and microcosms (little picture), so one could also say that if the country is in danger, the citizien is in danger; if the whole faith is compromised, the individual believer is compromised, etc.

This phrase comes from the beginning of The Emerald Tablet and embraces the entire system of traditional and modern magic which was inscribed upon the tablet in cryptic wording by Hermes Trismegistus. The significance of this phrase is that it is believed to hold the key to all mysteries. All systems of magic are claimed to function by this formula. "'That which is above is the same as that which is below'...Macrocosmos is the same as microcosmos.
