my friend moved to germany and married a girl he is living there but wants to keep his us citizenship is this possible what does he need to do

You can only lose US citizenship by performing "an expatriating act" with the intention of losing it. Just living in another country does not endanger citizenship. Here is a useful link:

I have just gone through this..I live in Germany but my husband is English. I have a green card for here..you dont lose your citizenship...I still have my US passport.
