Sounds a little like agoraphobia. Literally translated it means a fear of open spaces but it is used to describe people who are afraid to go out in public. They often suffer from panic attacks (shortness of breath, fear of dying and/or extreme anxiety).
Yes, of course this can be affected by puberty. Hormones are raging through your system and your body (and mind) are being affected by them immensely. Take little steps, build on your confidence of going out, but DON'T give up. Try to talk to your parents or school counselor and ask for help! There are many people that suffer from this and it is possible to deal with it. Get professional help if you can either from a psychologist or counselor. Good Luck you can get through this!

I had that feeling when I was 11. I talked to my dad about it and he really helped me maybe this will help you. He said, "God is always beside you and if there was anything to happen to you it would be all in his plan. Give your heart to God and pray that you will be okay." It helped me alot and I think it will help you. try talking to your parents and I am sure they will help.

perhaps you're just extremely insecure, and you dont want to be seen in public.
or maybe you're suffering from extreme paranoia.
either way, you might want to talk to your parents or another adult you trust about seeing a doctor or a psychiatrist

If you are having those kind of feelings you need to talk this over with your parents or someone you are close with.

If this helps at all, I do NOT think it's puberty. Definitely something else...
