43 times 45. You said the word "each". If EACH of the 43 otters meet 45 otters, we are talking multiplication here.
Incidentally, you didn't say if any of the otters knew each other. Maybe there were only 46 otters and 21 and 22 met each other ....

21x45+22x45+21+22=1978
21x45=945
22x45=990
21 of the original otters
22 of the original otters
They ALL go swimming so 1978 all go swimming.
