If you saw the man kicking this dog, I would assume that he has done this before. Call the police and have them check it out. Better safe than sorry, especially since it sounds like a dog that should NOT be kicked for any reason.

It is really good that you are concerned for the dog. Some people said to ask the dog owner but if he was neglecting his dog he would not tell you, you can not trust what the dog owner says! The dog could have arthritis or was born with a birth defect. If he is a breed who is supposed to have a tail he could have it docked when he was a puppy or his owner could of cut it off (animal abuse) He also might be a mix and got his mom/dads no tail. If the owner was kicking his dog definatly report it especially since the dog is in a questionable state. The other ppl don't have to be so mean at least you care=)

it might have bad arthritis. talk to the man and find out what's wrong with the dog. maybe the dog is already under vet care and he's doing all that can be done. what is wrong with people when we'd rather call a stranger like a lawyer or the police than just talking with our neighbors. i would imagine someone taking the time to take their dog out and walk them would not be neglecting their dog, although not unheard of. JUST TALK TO THE MAN! maybe he's lonely and the dog is all he has and that dog's sick and dying, and instead of you showing compassion you're going to send the police to his door????
ok now he was kicking the dog. why did you neglect this in the first place? give us all the important info if you want a decent answer. if you saw someone kicking their dog no matter how the dog looked yes call the authorities. really, now how hard is it to give all the info. how are you supposed to get a decent answer if you don't?

Well if you saw the man kicking his dog I would go immediately to the police, or contact a PETA organization in you area. PETA members will know how to handle this legally and get this men some punishment for his actions.

You say the man was engaged in a kind, humane act with HIS PROPERTY, and you want to be the goddess of retribution and wreak vengeance on him? Did I miss something?? The Nazi's used to train children to turn their parents in for being politically incorrect.
There are many reasons why the dog could look 'not fresh'. Why not just ask him what wrong with his dog? He probably loves it and will tell you at great length, if you are nice about it. Are you afraid of making a new friend?

If he was kicking the dog it is animal abuse and you should go to animal protection. If the dog was skinny that is a sign that it is not getting enough food and is being neglected. CALL THE POLICE.

It maybe that the dog is simply old.
Make sure you get a good read on what you think you're seeing.
I had a very difficult time when my first dog (when I was a kid) got old. We kept him around a good while longer than we should have.
That maybe what is happening in your neck of the woods.

In my younger years I was known for going up to pet owners that abused thier pets and abusing the onwers right back. I was a hot head when I was young.

I doubt he would be walking it if he'd neglect a sick dog. It was probably just old or born that way.
