you can report an unreceived item and then that will open a dispute between you and the seller. If there is no reconciliation, then you will get your money back from pay-pal.

The first thing you do is contact the seller. After you have done so you make a claim with PayPal for an item not recieved. You do the same on eBay. Paypal will temporarily credit your card/checking account the money you paid for the item while things are getting figured out. Whatever you do make sure you follow eBays rules and regulations otherwise they won't cover you.

First file claims with both paypal and ebay. Second, determine where your source of funding is with your paypal account. If the money comes from a credit card and not a bank account, then call your credit card company to dispute the charge.

Did you wait long enough for the item to come? The post office is very slow during the holidays. First e-mail the seller and tell them you are going to file a dispute if they do not refund your money. Then if it is not resolved then file a dispute with paypal.

You will need to file a claim with paypal. Also file a dispute with ebay.

You have to log a complaint with ebay, they contact the seller

if no response etc then ebay should give you your money back

You need to let them know that you haven't received the item. Have you contacted the seller? Get on it right away.
