Just about anything, or I was at that age anyway. Get a cookbook or your mom's recipes and follow them.
Helpful hint for beginner:
*Before you start to cook, make sure you have everything in the house. You don't want to get half way through cooking and realize you don't have an important ingredient. (This is also helpful in helping you pick something to make, you can only make what you have. Check for supplies to decide.)
* Don't overload yourself. Do something that has only a couple or so dishes to make. If you have many things cooking at the same time and you are inexperienced (and sometimes if you are experienced, it has happened to me), you may unintentionally forget to check something and run into problems such as things burning or boiling over.
Whatever you make, you may consider adding in your mother's favorite dessert as her birthday cake. You may make a cake if she likes them, but brownies or something are just as good if she prefers them.

Rather than do all the cooking yourself, why don't you buy the entree at a grocery or restaurant and doctor it up a bit? For example, you can get a good pasta salad at the deli, then add cooked shrimp, halved cherry tomatoes, and some cubed cheddar cheese to make it even better.
Or buy some spaghetti at your favorite Italian take-out, and add fried, crumbled Italian sausage and some Parmesan cheese. (Remove the sausage "skin" before frying.) Take the garlic bread that you usually get with it, and put some shredded cheese on it, then reheat in the oven until the cheese melts.
You could start with a bag of salad mix and add your own sliced ham, turkey, cheeses, chunks of tomato, and hard-boiled eggs to make a delicious chef's salad. Get some bread sticks from the bakery or in the refrigerator case, dip them in melted butter, sprinkle with sesame seeds or garlic salt, and bake according to the directions.
Do the same thing with dessert. If your mom likes cake, buy her favorite kind at the bakery and spruce it up a bit with your own decorations. You can buy tubes of icing and sugar decorations in the baking aisle. If she prefers pie or brownies, buy them, warm them up slightly, and serve with her favorite ice cream.
Keep the meal simple, give it your own personal touch, and your mom will love it! I think you're a great person for wanting to make her birthday even more special.

Pepperoni Pizza Pita
INGREDIENTS
2 tablespoons pizza sauce
1 whole pita breads
6 slices pepperoni sausage
2 fresh mushrooms, sliced
1/4 cup shredded mozzarella cheese
DIRECTIONS
Spread pizza sauce over pita bread. Top with pepperoni, mushrooms and cheese. Place on an ungreased baking sheet. Bake at 400 degrees F for 4-6 minutes or until cheese is melted.

My 10 year old daughter loves cooking. Its a good thought to want to cook your Mom a dinner, but I dont think a 12 year old should be in the kitchen alone. Sorry. Maybe go to a local restaurant and plate it up for her at home.
